Maintaining Levees — Who's In Charge?

Over the past several weeks, a number of levees have been breached across the Sacramento region, forcing evacuations and flooding in the region.

Who is charged with maintaining and inspecting those levees, even when they’re on private property?

Capital Public Radio’s environmental reporter Amy Quinton has the details. She also shares her recent story examining a simulation of the emergency spillway at the Oroville Dam collapsing.
