Negotiations on rent control had been underway at the Capitol, but a deal to keep it off the November ballot has fallen through.
 
CapRadio’s Capitol Bureau Chief Ben Adler explains why backers of the rent control measure would be interested in keeping it off the ballot. We’ll also hear more about recent amendments made to Scott Weiner’s net neutrality bill and the history of committee takeovers in the California legislature.
