Assembly Bill 1308 would expand licensed midwives' rights to perform homebirths in California. And as this year's legislative session grinds to a close, the bill is facing life or death as it's contended in the state senate by opponents who say the legislation will endanger expecting mothers who run into complications during childbirth.
