The hoped-for “Blue Wave” in this year’s midterm elections comes down to Congressional seats like California's District 10, which includes Modesto and the surrounding areas. Democratic candidate Josh Harder and incumbent Republican Jeff Denham are both leveling charges that the other isn’t truly a member of the community.
