Representatives of the Sacramento City Teachers Association say the budget crisis in the Sacramento City Unified School District is a result of poor management, not a true revenue gap.

David Fisher and Nikki Milevsky of the SCTA explained their plan for fixing the district’s proposed budget, which was rejected by the Sacramento County Office of Education because it planned for a $24 million deficit.
