The bills would make more than one million more Californians eligible for Medi-Cal coverage, using federal money under the Affordable Care Act.
The expanded program would include all individuals with an annual income of about 15,000 dollars.
Supporters say the measures would also streamline the enrollment process. Asset tests will be eliminated, and it will be easier to reaffirm eligibility from year to year.
Mental health and substance abuse treatment will also be guaranteed.
The bills are linked to the federal health law, so that if federal money dips below 70 percent, California lawmakers will have a year to prevent the undoing of the provision.
The bills now await action by Governor Jerry Brown.
