The unemployment rate in California is decreasing.
But it only ticked down by a tenth of a percentage point in May to 16.3 percent from a revised 16.4 percent rate in April. More than three million people throughout the state are still without a job and many are waiting on unemployment benefits, or are having difficulty navigating how to receive them.
