California Gov. Gavin. Newsom enters the chambers before his 2020 State of the State.

The standard State of the State begins by touting accomplishments. It usually starts by surveying priority areas for any governor, focused on progress or success. Then, it usually is an agenda-setting exercise for the coming year.

But this year, Gov. Gavin Newsom’s speech was something different. It did a quick survey of how well the state is doing, but, the body of the speech was focused almost exclusively on the state’s nationally highlighted homeless crisis and outlined various areas of solutions for the coming year.
