Gov. Gavin Newsom wrapped up his first week in office with an ambitious plan to spend some of the state’s budget surplus on housing, education, and health care. He’s also aiming to save more money than required under the California Constitution in the rainy day fund.

Capitol Bureau Chief Ben Adler reports on the first step of the budgeting process that could lead to new programs for universal preschool, two years of free community college, and a statewide mandate to carry health insurance.
