Why Do Some Vote-By-Mail Ballots Go Uncounted?

A new report issued today by the California Voter Foundation reveals the top three reasons why some ballots go uncounted in three counties. These reasons include coming in too late, they lack the voter's signature and the signature on the ballot envelope does not sufficiently compare to the one on file.
