North winds will increase and spread south to northern San Joaquin Valley.
The strongest winds are expected Monday afternoon and into the evening.
Winds are expected to be 15 to 30 mph with gusts up to 40 to 45 mph.
Officials warned that driving could be difficult and motorists should be aware of tree limbs and branches on the roadway. Local power outages may be possible, officials said.
