The California Department of Alcoholic Beverage Control and local law enforcement agencies worked together for "Operation Shoulder Tap"
It involved minors who stood outside liquor or convenience stores and asked people to buy them alcohol.
There were more than 80 arrests and citations in the region including Sacramento, El Dorado County, South Lake Tahoe, Modesto, Stockton and Nevada and Placer Counties.
Statewide, there were 544 arrests and citations.
