In response to a B.O.E. request to move, the state legislature asked for an audit of the building's problems and possible solutions.
Margarita Fernandez with the State Auditor's office says the BOE has failed to prove it needs more space or that it would be more efficient if it were allowed to move.
"They have done some analysis. The only thing is that we found that some of those key assumptions are not supported. Some of the rationale behind the key assumptions, there was no basis for."
Fernandez says the audit also found the Department of General Services has failed to properly plan for the building's future if the B.O.E. were allowed to move. The auditor has asked DGS to create a plan within a year.
The building has already undergone $60 million in repairs. DGS estimates another $40 million in repairs are needed.
The audit did not address the possibility of demolishing the building.
