The 14-year-old fled severe child abuse in his home country and arrived alone at the Texas border. He received asylum status in January, but remained at the juvenile hall.
The federal Office of Refugee Resettlement had jurisdiction over the boy. The O.R.R is handling the care and custody of more than 155,000 unaccompanied minors. The agency notified the state of California and Yolo County it would transition the child to the state or county. Yolo County took custody of the boy yesterday after the State Department of Social Services would not.
Yolo County had been working to find a more suitable environment for the teen since last week. It submitted a request for the federal agency to relinquish responsibility for his care, which finally happened Monday.
