Brown has yet to issue a drought proclamation. But he says a paper from the governor’s office won’t affect the rain.
“We already have the drought task force. I’ve facilitated the exchange of water. Governors can’t make it rain, but we’ll do everything that is humanly possible to allow for a flexible use of California’s water resources."

Brown says he’s very aware of problems that can occur from the dry conditions. He dealt with the worst drought in California’s history in 1977 during his previous administration.
Several California cities have already issued voluntary or mandatory conservation requirements. The Governor says urban water users must do their part to help.
