Bill Would Stop Charging Parents for Juvenile Hall Detention

In California right now, if a kid gets arrested and put in juvenile hall, parents often get charged for the cost of detaining them. Now, a state Senate bill aims to eliminate the fines, which youth advocates call unjust.
