A City of Sacramento plan to create 10,000 housing units has produced 781 units so far this year,

Of those, about 200 are market rate homes. Four hundred qualify as affordable housing and 150 are part of the "rapid rehousing program" for the homeless.

At Tuesday's city council meeting, the Community Development Department's Ryan Devore told the council 13,000 homes or apartments are in varying stages of construction, using the city's "developer's toolkit."

"The toolkit consolidates existing policies, application requirements,  incentives and information, which  guide our customers through the development process in a business-friendly way," Devore says.

City and business leaders looked for housing ideas in cities like San Antonio, Houston and Atlanta.

The city is also launching  a new website Wednesday for companies interested in developing projects.

The goal of 10,000 units was established by Mayor Kevin Johnson in this year's "State of the City" address.
