More than a decade ago, a federal court seized control of health care at all California's prisons. Back then the court found that inmates were waiting months, even years, for treatment, and that some had died from those delays. Now, after a series of reforms and billions of dollars in investment, the court's beginning to return control of prison medicine to the state.
