The measure was created under the legislature’s “gut-and-amend” process, which completely removes the contents of a bill and replaces it with new legislation.
This measure would tighten campaign spending restrictions on non-profits like the California State Association of Counties. CSAC lobbyist Jean Hurst says it would effectively prohibit her organization from participating in elections.
“While everybody gets their opportunity to make their case, a local government opinion or impact would be silent," said Hurst.
The bill does have many supporters, including such “strange bedfellows” as unions, public interest groups and the Howard Jarvis Taxpayers Association. They argue cities and counties are skirting the law and the rules must be tightened.
The measure’s final committee vote could come as soon as Wednesday.
