The California Department of Veterans Affairs wants survivors to pay more to be buried near their loved ones.
If a proposal is approved, CalVet fees would increase from $500 to the current federal VA standard of $745.
There would be a cost-of-living increase in subsequent years.
The fee for exhuming remains would also increase.
The public has 45 days to comment on the proposals.
CalVet is also asking for public comment on new procedures on building memorials on state cemetery grounds.
The state's veterans cemeteries are in Yountville near Napa and in Igo near Redding.
A third cemetery is under construction in Monterey County.
