California Governor Jerry Brown has revised his plan to restore habitat in the Sacramento-San Joaquin Delta, much to the dismay of environmental groups. The plan also includes design changes for the proposed twin tunnels that would carry water south.

(AP) -- California officials say they've found a way to pay for building the twin tunnels that would send water around the Sacramento-San Joaquin Delta.

The California Treasurer’s Office released a report that shows water users could afford to pay for Governor Jerry Brown’s proposed twin-tunnel project. The $17 billion tunnels will send water from the Delta to central and southern California.
