Sacramento's housing shortage affects everyone from middle-class renters priced out of desirable neighborhoods, to millennials who may never be able to afford to own a home, to NIMBY and YIMBY homeowners, to homeless residents sleeping (and dying) on the steps of City Hall. There just aren't enough affordable places to live.
