Gov. Gavin Newsom rolled out his plan Thursday to shift California's coronavirus policies from a “pandemic” phase of the virus to an “endemic” phase. His announcement comes amid concerns about moving too quickly to ease COVID-19 restrictions and frustration from others about moving too slowly.
