The Sacramento City Council Tuesday delayed a vote on the budget untl the Feb. 17 meeting.

The City of Sacramento says it has a $17 million, one-time surplus.
On Tuesday, the city council will be asked to put the money toward a dozen services and programs. They include a streetcar project, retiree benefits, and emergency radio upgrades.
Leyne Milstein is the city's Finance Director. She says the police department expects to have a $2 million deficit this year, most of which will be overtime.
"In the police department we're actually going to be looking at providing about an additional $850,000 in resources to address their overtime needs. The remainder of the overtime costs will be funded with savings and a re-direction of existing Measure U resources."
She says the council is expected to discuss creating a reserve to pay for services when the voter-approved Measure U sales tax increase expires in 2019.
"At this point, not seeing general fund growth that can pay for them, we'll go back into a reduction mode. We're looking at the plans to provide for a transition, so to have a reserve in place that can help us ease that transition."
The finance department will also ask the council to approved $200,000 for an extra fire fighter academy this year. The fire department has at least 100 vacant positions.
