Homes and businesses in Truckee and Lake Tahoe are under several feet of snow.
Several parts of Placer County, including Highway 89, are under avalanche warnings.
John McEldowney is the Placer County Emergency Services Manager. He says people are struggling to keep their driveways and rooftops clear.
"Multiple layers of blankets of snow up there. We're also having some issues with water as the power went out. Some of our water companies: there's some pumping issues and we're monitoring that," says McEldowney.
There are about 21,000 Liberty Utilities customers who have been without power from Plumas to Eldorado County.
McEldowney says it's important for people to knock some of the snow off of their roofs and propane tanks if they have them.
A home in the area blew up in 2011 after the weight of the snow on a tank caused it to shift and the line ruptured.
The Truckee Tahoe Airport has a warming and charging center set up for today.
Placer County is working to keep it open overnight.
Ski Resorts report receiving between nine and 11 feet this week.
