In a bit of a surprise development, the Supreme Court declined to hear an appeal from the city of Boise, Idaho. The appeal was to the Ninth Circuit Court of Appeal’s ruling that the city couldn’t ticket homeless people who are living on the street. The Supreme Court's refusal to hear the challenge means that the Ninth Circuit decision that ticketing people living on the street is unconstitutional stands.

This ruling has ramifications for cities all over the country, including Sacramento. CapRadio’s Sacramento Region Reporter Bob Moffitt spoke with Mayor Darrell Steinberg, homeless advocates and a homeless man to find out more.
