Prop. 16 Should a two-thirds vote be required before a public electric utility could expand its service area? Californians will answer that question next month when they vote on Proposition 16, an initiative funded by the for-profit electric company PG&E. PG&E says Prop. 16 is intended to protext the interests of public utility ratepayers. Opponents say it's really intended to protect the interests in PG&E. Today on Insight, you'll hear both sides of the debate.

"Gringo Nightmare" "Gringo Nightmare" is the new memoir of a Sacramento native who was imprisoned in Nicaragua for a rape and murder he didn't commit.
