Richard M. Frank
Before starting the new center at UC Davis in 2010, Professor Frank was executive director of the Center for Law, Energy & the Environment at UC Berkeley School of Law. He began teaching after 32 years of practicing law with federal and state agencies, primarily with the California Department of Justice where he rose to become Chief Deputy Attorney General for Legal Affairs.
In 2007-2008, Professor Frank served as a Governor Schwarzenegger appointee on the Delta Vision Task Force, a policy advisory group that addresses environmental problems in the Sacramento-San Joaquin Delta. The following year, the California Air Resources Board chairman appointed him vice chair of the Economic Allocation & Advisory Committee, which helps the ARB in implementing the state's landmark Global Warming Solutions Act (AB 32).
