The Sacramento City Council has approved a 232-acre development for the corner of Jackson Road and Watt Avenue on the county line.
The Aspen 1 New Brighton project will include 1365 housing units. Ten percent will be affordable housing.
A 27-acre urban farm will be created by Soil Born Farms on the development's west side. Swales and retention basins will be used to reduce storm water runoff by half.
The land was the site of a Teichert Construction sand and gravel mine in the 1960's.
