Democratic Assembly member Nancy Skinner says her bill would make ammunition regulations similar to those the state already exercises with guns.
The legislation would require sellers to be licensed and report sales to the Department of Justice.
But it would also ban kits that allow guns to fire 10 rounds without reloading.
SKINNER: "By buying those you can turn a weapon into something comparable to an assault weapon."
Republican Assembly member Kristin Olsen says in light of the killings in Newtown, all gun legislation needs to be studied.
OLSEN: "I don't think there has ever been a study to show that gun control laws reduce violence and yet it's an issue that needs to be discussed like everything else right now."
