Governor Brown says expanding Medi-Cal coverage could add $4 billion a year to state costs, and could put California's budget "right out of whack."
In an interview with the Associated Press, the Governor said his administration is seeking waivers from some of the proposed expansions, which would bring nearly 8 million new patients into the Medi-Cal program.
Medi-Cal is California's version of the federal Medi-Aid program.
