California is the only state with a lottery that doesn't participate in Powerball. And months before this record $587 million jackpot, the California Lottery Commission had already decided to change that. With the commission's unanimous vote to join starting in April, Executive Director Robert O'Neill says California will bring a huge new market to the game.
O'Neill: "I don't want to predict it, but I think you will see potentially sometime a billion-dollar lottery with $2 Powerball because of the inclusion of California to the 44 jurisdictions who are already playing the game." (0:12)
The commission estimates 15-20 million Californians will participate, raising an extra $50-$100 million for education each year.
