This year, Governor Jerry Brown ordered the "Let's Get Healthy Task force" to come up with a ten-year plan for improving the health of Californians.
Now the group has released a draft report with a long list of goals - ranging from a reduced rate of diabetes to fewer emergency room visits because of asthma.
California Health and Human Services Secretary Diana Dooley says California can't move towards better health without first deciding how to measure it.
DOOLEY: "We are setting targets for improving individual health, improving the delivery of our health care system and lowering cost."
Many of the California goals are more ambitious than federal ones, but taskforce advisor Anthony Wright says they are achievable.
WRIGHT: "No report is going to make California healthier by itself, it is whether it is used by both the public and private sector to advance the goals."
The task force is expected to finalize its report next month.
