California Schools Superintendent Tom Torlakson calls the 90-page report the most comprehensive look in a generation at how to recruit, train, mentor and evaluate teachers.
Torlakson created a 48-member task force to work with the Commission on Teacher Credentialing to produce the study.
Torlakson says one recommendation in the report would solve two state problems at once.
Torlakson: "One part of the report says, 'can we get some of the teachers who are now laid off to get special education credentials so they could become special ed teachers where we have a big shortage?'"
The report recommends providing unemployment extensions or forgivable loans for jobless teachers who want to add a second credential in a high-demand subject.
