About 15 kids attend this infant-and-toddler center in Sacramento's low-income Oak Park neighborhood.
Kurtz: "The families are working poor - your single-parent families - and also some foster children."
Michael Kurtz with the National Human Development Foundation runs this center and three others. The 11 percent state budget cut will leave 14,000 kids without child care.
Kurtz: "Which means, we reduce the size of all our programs, which means less children, also less staff and less things that we can do."
Governor Jerry Brown doubled the legislature's cuts with his line-item veto pen. He said he would have preferred to find savings by reforming the program, but the cuts were necessary to help close the state's $16 billion deficit.
