The governor's press secretary says Brown couldn't agree to some of the changes lawmakers made to his 12-point proposal from last fall.  Assemblyman Warren Furutani co-chairs the committee working on the pension legislation:

Furutani: "If you looked at it overall, we probably agree on all 12.  But three of them, we have modifications."

He says the major differences involve how to create a "hybrid" retirement system, stagger benefits to encourage an older retirement age and split employer and employee contributions.

Senate Leader Darrell Steinberg also downplayed the rift.

Steinberg: "The rumors of a breakdown in pension negotiations is greatly exaggerated."

Negotiations will continue over the month-long summer recess - with a vote now expected in August.
