California and half of the country appear to be recovering from the foreclosure crisis. But the other half may still have a ways to go before it hits bottom.
California cities like Modesto, Stockton and Sacramento make up the majority of the top-ten cities for the most foreclosures nationwide. But, like half the country, their numbers are all down from last year and last quarter.
Meantime, the rates are rising in states like Florida and Illinois. Foreclosures in those states take longer because they have to go before a judge.
Daren Blomquist with Realty Trac hopes new federal programs give incentive to prevent underwater homeowners from foreclosing.
BLOMQUIST: "I do have a little more hope for those programs that are rewarding in a sense the good behavior as opposed to the programs that are trying to help people who have already stopped making their payments and maybe have more of an attitude of already giving up on trying to save that property"
