Fletcher is running for Mayor of San Diego, and he's touting his switch to independent as proof he just wants to "get things done." He says that's something he couldn't do as a Republican in Sacramento.
Fletcher: "It's become increasingly clear that the overly partisan environment does not allow for that."
But the dynamics at the Capitol might not change much. Fletcher says he doesn't support Governor Jerry Brown's proposed tax initiative and he won't be caucusing with Democrats.
Fletcher: "I will be chairman of the independent caucus. (laughs) It'll just be me. But I'll work with anyone."
Even if he does vote with the Democrats, urgency measures and tax increases would still need votes from one more Assembly member and two Senators to reach the necessary two-thirds supermajority. Assembly Republican Leader Connie Conway's only response was this brief statement: "Nathan has made this decision and we accept it."
