Harris and Democratic Legislative leaders unveiled six bills. They range from imposing new penalties for filing documents whose accuracy hasn't been verified to requiring that buyers of foreclosed homes honor terms of existing leases for tenants. Harris says the legislation builds on the recent national settlement with major lenders.
"What we are doing is taking the best of that settlement, bringing it to California but doing it in a way that will have lasting impact and will be on our books and change the course so that this does not happen again."
Outside the Capitol, members of the Occupy movement and anti-foreclosure groups rallied. They're calling on state officials to vacate foreclosure actions.
The California Bankers Association says it's unclear whether these proposals will conflict with changes made at the federal level.
