Leaflets were handed out this week telling people to pack up and move out or risk losing their property.
A man who calls himself Brother Eli is living in one of the three dozen colored tents on the American River levee between 10th and Dos Rios Park. He says the shelters are full and he has nowhere else to go.
BROTHER ELI: "It's sad man, that we're refugees in our countries. We don't steal, we don't rob, we don't knock nobody in the head. We came here because they said we could be here for a minute. Now, they want to run us away."
The Police Department says the camp is generally peaceful, but there have been complaints and calls for service. There has not yet been a date set when officers might go into the camp.
