11-year old Jaycee Lee Dugard was kidnapped, raped and held prisoner by convicted sex offender Phillip Garrido for 18 years. Despite 60 visits to the home by parole agents, the girl wasn't discovered. A new report by the El Dorado County District Attorney who prosecuted Garrido is sharply critical of California's reliance on psychological exams and prison behavior when determining parole. Republican Senator Ted Gaines says that allows criminals like Garrido to manipulate the system - and he wants to change that with legislation:
Gaines: "The weight that's been placed on psychologists and psychiatrists in terms of this decision-making process, along with their behavior while I prison, simply needs to be better balanced."
