The state often relies on one time solutions like shifting funds between programs, moving payday for state workers, and selling state buildings only to rent them back.
But Jason Sisney with the Legislative Analyst's Office says those options are running out, and previous accounting tricks are making things worse now.
"There are a number of one time solutions that the legislature and the past administration had to resort to that make the budget situation worse. Our public officials are dealing with very bad choices."
And Senator Dianne Feinstein already made it clear on inauguration day that although she'd love to help Governor Brown, he shouldn't count on federal dollars.
"That's going to be down substantially so states are going to be increasingly on their own because of the debt and deficit of the federal government."
