On his first full day in office, Brown met with the California Association of Counties about his plan to shift more program responsibility - and jobs - to the local level. He says the change could involve programs like foster care, welfare and food stamps:
"Instead of me making all the decisions, I want counties to make them, and if we're doing something here, we can send it back to the counties and send the money with it."
John Tavaglione is President of the Association of Counties. He was in on the meeting with Brown:
"We know how to provide the programs better. We are the providers of the programs and if we are given the opportunity with less restrictions, less regulation, we know we can be more efficient."
Brown will release more details about his proposal to solve
the state's budget problems next week.
