Christian Pebbles with the Sacramento Metropolitan Fire District says the fires have mostly been set in North Highlands and Carmichael … but not exclusively.
Pebbles: "They're scattered, but when they are going during a certain time frame, they are staying together. So it's a puzzle that we're working, and our goal is to get an arrest here and stop these people."
Pebbles says investigators haven't figured out the arsonist's motive yet - or even how many people are involved. He isn't giving out many details on the case to protect the investigation. But so far, the fires have burned vegetation, fences, an automobile and some structures - including a school.
