California’s Secretary of State would be required to establish voting procedures during a natural disaster or state of emergency under a newly-introduced bill at the State Capitol.

When Superstorm Sandy struck last fall just days before the presidential election, some states struggled to allow everyone to vote.  Here's NPR's Pam Fessler on Election Day, reporting on New Jersey's effort to allow voting by email.

Fessler: "Some people are saying that they're having problems actually getting ballots emailed to them and then getting - emailing them back because of overloaded servers."

Skinner: "If that were to happen today in California, you'd have a situation where many people wouldn't really have a chance to vote."

Democratic Assembly member Nancy Skinner's bill would require the Secretary of State to develop a plan by the end of 2014.  The Secretary's office says it doesn't have a position on the measure yet - but points to a document on its website that lays out potential emergency procedures.
