According to a statement released by the city, the State of California's Finance Department had approved the funding on three previous occasions.

“We’re very disappointed that the $2.6 million disagreement will stand in the way of a great development at 7th and K Street that will renovate nine vacant and dilapidated buildings. These properties have been a downtown eyesore for too many years.” said City Manager John Shirey. “We found ourselves with no choice but to take legal action as we are firmly committed to redeveloping the 700 block of K Street. Without this delay, it would have been finished by the time the new downtown arena is expected to open.”

This city says the project was approved before the Redevelopment Agency stopped operating under governor's decree.

The total value of the project is $48 million and will include 65,000 square feet of retail and a five story apartment building.
