plan to ease prison overcrowding by finding more room in out-of-state facilities rather than releasing inmates early. The federal government is forcing California's hand to reduce prison populations and they refuse to release any more prisoners. But
Senate President Pro-Tem Darrell Steinberg opposes the plan, saying the state needs to focus on a criminal-justice strategy to reduce the state’s prison overcrowding.
