Bishop Soto says Cotta will be the equivalent of the diocese team captain.

Soto's duties include visiting parishes and performing various ceremonies.
The diocese had not had an auxiliary bishop for the past eight years. Father James Murphy had handled some of the duties of the position, but he is retiring.
Cotta is originally from Dos Palos and has been in the Fresno diocese for the past 15 years.
