Brown signed 44 bills and vetoed four more. None of the
vetoes dealt with major pieces of legislation. But one of the
signings is a bill strongly opposed by Republicans and supported by
unions.
It prohibits cities and counties from banning something called
a project labor agreement. Under a PLA, a local government
agrees to pay union wages and benefits for a particular
project. The bill Brown signed applies only to
publicly-funded projects, and it doesn't require PLA's - it
prevents a blanket prohibition and requires them to be considered
on a project-by-project basis. In a signing statement, the
governor said the bill "seems fair to me - even democratic."
Meantime, Brown also signed a measure that prevents another
ban at the local level - this one on male circumcision. It's
in response to a proposed ordinance in San Francisco that would
have banned circumcisions for children.
The governor has until midnight Sunday to act on the 400 or so
measures that remain on his desk.
