"GOP 4" Release Details on Cap, Pensions, Regulatory Changes

The broad topics have been known for months - a spending cap and changes to the state's pension and regulatory systems.  But now, we're seeing specifics.  Take pensions, for example.  Instead of the current system, which guarantees a defined payout to each employee, a hybrid system would be set up for new hires: half defined payout, half 401k-style plan.  Joe Justin is the chief of staff to one of the "GOP Four," Senator Bill Emmerson.

Justin: "We felt it was now time that folks see what we're fighting for - that these are meaningful, substantive reforms to fix California."

Justin says the "GOP Four" and the governor are "very, very close," but legislative Democrats and their union allies are blocking a deal.  But Governor Brown says the problem is Republicans who fear the wrath of their anti-tax base.
